PROVAN & LORBER, INC. has been providing a variety of planning, design, and construction services to municipalities and government agencies since its inception. In fact, about 50% of its engineering and planning services are provided to New England municipalities.

PROVAN & LORBER, INC. understands the smaller municipalities' special needs and recognizes that many officials are volunteers who have limited time to devote to the increasing demands imposed by proposed development and by necessary municipal improvements.

Services include planning and design of water supply, storage and distribution systems, wastewater collection and treatment; drainage and storm sewer design; roadway planning and design; bridge inspection and design; retaining walls; industrial parks; curbing and sidewalk improvements; recreation facilities; and solid and hazardous waste disposal.

The firm develops master plans and has provided grant and loan application services, assisting in the location and acquisition of millions of dollars of needed financing for various New England communities.

    Water Supply Systems

PROVAN & LORBER, INC. provides a variety of water supply engineering, planning, design, and construction services. These services include the design of distribution and treatment systems, booster stations, and storage facilities.

    Water Distribution And Storage

PROVAN & LORBER, INC. has designed water mains, distribution systems, and treated water storage facilities for projects throughout New England. These projects serve subdivisions, municipalities, and commercial sites. Additional components include the design of booster pumping stations with associated instrumentation.

    Water Treatment

The U.S. EPA Safe Drinking Water Act required many water suppliers to provide new water sources or provide filtration and treatment systems. PROVAN & LORBER, INC. has provided services to approximately 35% of the 70 New Hampshire communities required to meet these standards. Our assistance has resulted in water supplies that meet or exceed quality standards through cost-effective solutions.

Study and design services by PROVAN & LORBER, INC. include:

    Wastewater Systems

PROVAN & LORBER, INC. provides a variety of wastewater engineering, planning, design, and construction services. These services include: collection and treatment system designs, drainage and storm sewer studies and design, and sewerage pumping stations design.

    Wastewater Collection

PROVAN & LORBER, INC. has designed sewerage collection and transmission systems for projects throughout New England. These facilities service subdivisions, municipalities, and commercial sites. Additional components include the design of raw sewerage pump stations, instrumentation, and force mains.

    Wastewater Treatment

Improvements to wastewater systems include design of headworks facilities such as screens, grit removal, and septage receiving wet wells, package treatment plants, aerated lagoon systems, advanced treatment, activated sludge systems, sludge digestion and dewatering facilities, chlorination systems, pumping systems and raw sewerage pumping stations and various support facilities. We have substantial experience in the planning and design of treatment systems serving large communities.

PROVAN & LORBER, INC. has evaluated many existing, large subsurface disposal systems and the design of new facilities to serve large housing and condominium complexes. Subsurface systems have also been designed for industrial parks/complexes.

    Industrial Wastewater Pretreatment

PROVAN & LORBER, INC. has experience in industrial wastewater treatment facilities employing biological, aeration, filtration, and chemical treatments. These include recycling systems for water conservation and compliance to meet stringent stream discharge standards. Our staff has been actively involved in the planning, design, and construction of sludge dewatering and disposal systems - many incorporating innovative methodologies - and have experience in sludge composting facilities design.

PROVAN & LORBER, INC. has completed a facility plan which evaluated a package-activated sludge process, as well as aerated lagoons and other options. Our firm also planned the improvements to pretreat wastes from a large latex manufacturing facility.

    Solid Waste Management

PROVAN & LORBER, INC. has extensive solid waste management and site remediation experience throughout New England. We offer study and design services for:

PROVAN & LORBER, INC. prepares landfill plans for municipalities and private sector firms. These plans incorporate site layout, routing of roads, storm drainage, monitoring well placement, cover requirements, final contouring, erosion control groundwater protection, and operational plans. Many landfill plans also include provisions for leachate collection and treatment.

PROVAN & LORBER, INC. develops closure plans for landfills. Closure plans may include site assessments, installation of monitoring wells, groundwater analysis, projection of landfill life, remedial action plans, and design of the most acceptable closure strategy. We undertake in-depth field investigations, coordinate with regulatory agencies, research available data, and supply an analysis of existing conditions and make recommendations for remedial actions.

    Roads & Bridges

The design and location of modern roadway systems and bridges must include the integration of variables which are unique to every site. Roadways and bridges serve residential and commercial uses and pleasure and business users. Each use application requires attention to location, service levels, environmental impacts, design factors, costs, property ownership, topography, access, and ownership. Every roadway and bridge is unique and necessitates careful planning and design to fulfill its potential use.

    Urban and Rural Roadways

PROVAN & LORBER, INC. has acquired experience in roadway design and construction from the development of many miles of roads and drives in subdivisions, commercial, and industrial sites throughout New Hampshire, Vermont, and Massachusetts. We have represented municipalities on public works projects to improve local roads and drainage. We have completed designs for state and local highway widening projects, intersection improvements, and bridge approach improvements. During the roadway design process, we coordinate and process various permit applications, including trench excavation permits, wetlands permits, and railroad licenses.

Our engineering and technical staff utilize computer software and field surveying instruments that allow for the efficient collection and production of highway design data. We select a variety of alignments to demonstrate the least intrusive, and/or most economical route for new roads and improvement projects. Our plans include horizontal and vertical alignments, cross-sections, superelevation, sidewalks, utility aspects, drainage, erosion control measures, signs, and pavement markings necessary for the design speed, local, and state specifications. We have provided designs in conjunction with downtown revitalization projects and master plans. State transportation agencies also review many of our projects.

PROVAN & LORBER, INC. has measured and rated roadway surfaces utilizing the RSMS software developed by the University of New Hampshire. The maintenance and repairs identified by this priority system enable a town to select roadways for repair, rehabilitation, and reconstruction so as to maximize the benefits received from limited funds.

    Bridges

PROVAN & LORBER, INC.'s structural engineers offer practical and economical solutions to bridge design for rehabilitation and replacement. We have worked with the New Hampshire Department of Transportation and the Vermont Agency of Transportation on various state bridge and roadway approach projects. We have also worked with a number of communities using the NHDOT's "municipally-managed" process on the design and construction of local bridges.

Structural engineering staff are familiar with state and federal regulations, design standards (AASHTO), and the requirements of various regulatory agencies.

We provide the following services associated with new bridges, rehabilitation or replacement of existing bridges, and historic structures:
